Alum Rock Counseling Center (ARCC) Takes Over Umbrella of allcove™ Palo Alto

With decades of experience providing mental health services to youth, ARCC has been part of allcove Palo Alto since its doors opened in 2021. We’re pleased to share that, after building a strong foundation in the community, ARCC became the lead agency overseeing the program effective July 1, 2026.

While Santa Clara County will no longer provide direct services through allcove Palo Alto, it will continue to provide partial funding. The remaining support will come through grants and individual donations, helping ensure allcove Palo Alto can continue serving local youth and young adults.

What is allcove?

allcove is an innovative network of youth mental health centers designed with, by, and for young people. The centers reduce stigma, promote mental wellness, strengthen community connections, and provide access to culturally responsive services.

allcove welcomes youth ages 12–25 with mild to moderate mental health needs, offering a warm and inviting space where they can access services with support and resources for families, friends, and the broader community. Young people are at the center of allcove—as co-creators and champions who help shape everything from the look and feel of the space to the activities and services offered.

The allcove model closely aligns with ARCC’s approach to serving the community for nearly 50 years. ARCC staff often come from the same neighborhoods and backgrounds as the people they serve. At allcove Palo Alto, ARCC provides peer support as well as education and employment services.

Special Thanks to Our New Partner

In response to the announcement that ARCC was stepping into a leadership position at allcove Palo Alto, Palo Alto Community Fund (PACF) immediately awarded the program a $100,000 grant and a $25,000 matching challenge grant, resulting in a total of $150,000 in funding.

ARCC’s CEO David K. Mineta, MSW, states, “We took over allcove because the recent suicide cluster among young people in the Palo Alto area underscores that the need for peer support services is critical, and cutting this program could have had devastating consequences. It was heartening to see PACF step up to support us in our efforts and gives us tremendous hope that the entire community will be a true partner with us as we continue to provide support services to vulnerable youth in an expanded service area.”

A Hub of Activity

On any given day, anyone can visit this beautiful, welcoming space and observe youth engaged in a variety of activities as well as receiving mental health support.

allcove’s staff are deeply committed to and engaged in the community. The center proudly sponsored Palo Alto’s first Pride event, which was a big success. As you can see, the team was all smiles!

allcove’s participants also take civic engagement seriously. One even attended a recent town hall meeting with District 5 County Supervisor Margaret Abe-Koga.

And Speaking of Visits…

Interns from District 3 County Supervisor Otto Lee’s office—many of whom are not far removed from their own youth—recently toured allcove Palo Alto and were impressed by what they saw.
